So it seems after some discussion we have some discrepancies with Time Lords and Gallifreyans.
Most of this comes down to AGE:
Time Lords need to be at least 500 before they could graduate from the academy. (which means anyone under this age would be Gallifreyan not a Time Lord and would not have a TARDIS).
Then you must also consider the time between their graduation and the Time War and then the years AFTER the Time Lock/Supposed destruction of Gallifrey.
After taking that in consideration we've decided that we need your 'Time Lords' to be at least 600 years of age.
As an asside, please remember that Time Lord/Lady is a title, as earned through the academy. Not a race, and not a species. The species is Gallifreyan.

Oy.... talk about discrepancies. To point out that Romana graduated from the Academy with a triple First and was about 139 when she started traveling with the Doctor. I am not sure if Romana was super smart and a genius. Not to be ego building but just to tell you that their are exceptions to the whole must be at least 500 years old to be a Time Lord, But Romana didn't have a TARDIS at the whole beginning of the Key to Time series but did have the ability to regenerate, which is part of being a Time Lord, Time Lords are able to regenerate. But at the end of Romana's stay with the Doctor she was given a bit of a TARDIS so she could grow hers so she could head out of E-Space.
Their are always exceptions in regards to canon.

Yup, lots of canon issues with Doctor Who, that's why we decided to set a few things, like age, just so we're not tripping over each other and to keep everything running smoothly. After all, we really do have a sea of Time Lords here, and we need to keep everyone on a relatively equal footing.
There are a handful of ways I can think of off the top of my head to "fix"Romana's age if thats what you're worried about: say she was a Junior Time Lady at the time she was traveling with the Doctor, she lied about her age, or that she graduated early (but not necessarily 400 years early-we'd need to come to a compromise there). Your call.

Your call. -Ollie i don't think its much of an issue with the likes of Romana who is a canon, her history is set in stone its with OCs trying to make young genius Time Lors where we kinda have to draw a line and be like "well okay not everyone who has made it out of the war is one of those exceptions to the rules." I mean Val is the way she is because she is young - 158 - isn't a Time Lord and would never have become one anyway she's too thick. I don't know its brought up a pet hate of mine that people always forget in Who is that it wasn't just Time Lords there was a whole WORLD of people.

It's not like Romana is an issue due to the fact that I made Romana about 500 or 600 years. I made her older just for the sake that it's pretty obvious that time has gone by since she traveled with the Doctor.
I only made the comment to remind that it's canon that seems to have the exception to the guidelines since Romana was 139 and a Time Lord. But I do believe that's the exception and not the norm.
