Jenna is a woman who many believe is selfish and never stops to think about how she may effect others. Truthfully, she is much more mindful than what you may think. She has a moral sense of good and bad, even if she may prefer being bad over actually being good, or perceived as good. Yet, she will never take advantage of someone who is weak or has someone else relying on them, unless both the person and the dependents are complete jerks. If that is the case, Jenna will happily con them out of every dime they have, and she will not lose sleep over it. And yes, Jenna happily considers herself to be a criminal and refuses to do anything else. Enjoying her works, Jenna often uses all sorts of aliases in order to con people out of their money or even just steal whatever she wants. 'Course, Jenna also isn't afraid of asking for help from other criminals and maybe even the law if some criminal is giving her trouble. Which shows that Jenna is not quite like other criminals since she would actually go to the police if she had to. Though, this could also be cause she thinks of herself so highly that she believes the cops wouldn't even be able to catch her to begin with. To her, she is the best criminal Cardiff, or the world, has ever seen! And that has gotten her into quite a bit of trouble at times, but she manages to get herself out.
When it comes down to it, Jenna will need some friends that are criminals since she mostly converses with them more than anyone else. However, she may have friends that know her under another name rather than Moz (which most criminals know her by). She never gives out her real name of Jenna Ann Mozberry, instead she lets people call her Moz and leaves it at that. However, she has quite a few names: Melissa Burne, Joselyn Needham & Isis Johnson. So, those would be the names some of her friends may know her by if they don't know her by Moz. Though do note they are only a few (which means you could make one up for her if you wanted to know her randomly.) Also, because of her line of work, she has plenty of enemies both normal citizens, police officers, and most criminals. After all, she steals money from those jerk off citizens, often fools police, and happily turns in criminals that disrupt her business. Which makes it easy for people to have a grudge against her for one reason or another. Yet, there are still some people who actually love Jenna, but none match Jenna's love for herself. Recently she has been calming down in her love department and just sticking to simple flirting (with straight women if she can manage), but she has had quite a few one night stands and maybe a handful of relationships. Her biggest would be Hannah McBeth, which was her first love. So, there are lots of little plots people could come up with to know Jenna.
Lastly, I have the main idea of actually trying to get Jenna into Torchwood somehow, probably by them catching her in the middle of a con with some alien activity happening, and Jenna just gets dragged through it all (or continues to pop up in the investigation) until she is finally a part of the team or a resource they turn to often. Honestly, this is just a rough idea and if anyone in Torchwood has a better one, I would happily listen and plot with them so they can have some friends too!
