It's amazing what little letters you can find directed to you and on occassion comes to you at the WRONG point of time.
Basically direct a dear you letter/note to the person above you. Whatever you believe they'd say.
Example:
Dear the-space-between,
Gallifrey turned out to be very red and rude, like a certain Tenth Doctor. Though I'm not naming names.
Sincerely,
Cypher (who needs a much longer name, because Romana has one and she's cool)
